You can vary the weight of each bell, meaning they can be different weights. For the lower level bell near feet, challenge the weight /load. For the bell above the head, be realistic and careful about familiarity with proper technique and the strength/flexibility of the shoulder complex. Thus, it is ok to have a lighter weight bell for the isolated overhead press.
